Climate finance is also a question of control
The issue is not only how much money arrives, but who sets the terms and who carries the reporting burden.
A donor announcement is not an independent evaluation. Name the financial instrument, implementing agency, date, decision-maker and what remains after the funding cycle.

Separate a pledge from money that can be used
A political pledge, financing facility, approved project and disbursement are different stages. A careful brief does not turn a commitment into a delivery claim.

Finance must fit community decision-making
Land, reefs and coastal space may be governed through customary systems. Consultation is not a photo opportunity: the record should show whose authority was respected and how consent or grievance works.

Ask what remains when the funding ends
Maintenance budgets, data ownership, training and handover often reveal more than a launch event. Resilience is not proved by a headline figure.
Questions visitors ask
Is every climate fund a grant?
No. Facilities can combine grants, concessional loans, guarantees and technical assistance. The instrument changes the obligations.
Why count reporting burden?
Reporting takes local staff time and shapes which projects can be seen by funders. It is part of the design, not invisible overhead.
